Succession Policy

LANDBANK ensures the readiness of successors for critical positions in the Bank for the continuity of its business operations through succession planning. The HRMG, in collaboration with incumbents, conducts the Succession Planning following these processes: (a) identification of key positions in the organization; (b) determination of appropriate qualification and competency standards for these positions; (c) assessment of possible successors against the standards; (d) mapping of candidates in the succession pool; and (e) design and implementation of development programs to ensure and continuously monitor the readiness of potential successors to assume the functions and responsibilities of the position. Another vital program to ensure the availability of a highly trained and qualified management pool, the Management and Leadership Development Program (MLDP), the Bank’s premier training program for its high potentials and high performers, is continuously being conducted. The LANDBANK has established four MLDP tracks: (a) Management Training Program (MTP) for first line Supervisors; (b) Branch Officers Development Program (BODP) for future Branch Managers; (c) Lending Officers Development Program (LODP) to harness our Account Officers in the lending operations; and (d) Leadership Development Program (LDP) for current Heads of Units to strengthen and reinforce management skills in building high performing teams.

LANDBANK donates water filtration units to Usman-hit areas in Albay, Cam Sur

Camarines Sur Provincial Administrator Fortunato Peña and LANDBANK First Vice President Lou Villafranca led the turnover of water filtration kits to Usman-hit areas in Albay and Camarines Sur. They were joined by LANDBANK Tabaco Branch Manager Emmanuel Hizola, Iriga Branch Manager Emmanuel Avengoza, Sipocot Branch Manager Ma. Cristina Jusi, and Pili Branch Manager Marivic Oliva.   Over 6,000 residents from Albay and Camarines Sur were given access to clean drinking water through LANDBANK’s Gawad KATUBIGAN (KAakibat na TUlong sa Bayan sa Inumung KailanGAN). Last March 2019, LANDBANK successfully turned over 60 water filtration units to Bicolanos devastated by Typhoon Usman, a natural disaster that hit the country late last year with Albay and Camarines Sur among those heavily affected. LANDBANK First Vice President for Southeast Luzon Branches Group Marilou Villafranca also turned over LANDBANK’s donation of Php1,215,000 as financial aid to the provinces of Camarines Sur and Albay. This will benefit 16 cities/municipalities.   Gawad KATUBIGAN The Gawad KATUBIGAN is the Bank’s way to reach out to more Filipinos in remote areas who do not have access or have limited access to potable water. Implemented in partnership with W4W Philippines, Gawad KATUBIGAN is one of the Bank’s Corporate Social Responsibility Programs, which started as a small disaster response project in 2015. Its primary objective was to provide water filtration systems to typhoon-hit areas and hard-to-reach communities that need access to clean and safe drinking water. The Project has since been expanded into a full-blown program with three components: a “Disaster Response Component” through  which water filter systems are provided to calamity-stricken areas;  a “Disaster Preparedness Component” which provides rain catchment systems and disaster preparedness training to communities in disaster-prone areas; and a “Needs-based Component” wherein LANDBANK, upon the endorsement of its branches nationwide, provides rain catchment and filtration systems to far-flung communities with limited or no access to clean drinking water. Accredited by the Department of Health, the water filtration systems have the ability to remove 99.99% of bacteria that cause water-borne diseases such as cholera, salmonella, E. coli, among others. Each water filtration system, which can filter one million gallons of water, can provide clean drinking water for 100 people a day and can last for five to 10 years, if properly maintained.

LANDBANK donates to LGUs affected by Taal Volcano, expands coverage of calamity rehab loan program

State-owned Land Bank of the Philippines (LANDBANK) is doing its share to help ease the burden of local government units (LGUs) affected by the recent eruptive activities of Taal Volcano by donating financial assistance to calamity-stricken LGUs for their respective relief operations. The Bank has provided a total of Php3.3 million in financial assistance to 44 LGUs in the Provinces of Batangas, Cavite and Laguna. The amount of donated funds varied depending on the extent of damage sustained by the LGU, in accordance with the Bank’s existing policies on donations. “More than 150,000 residents have been displaced in communities surrounding Taal Volcano. They are now housed in hundreds of evacuation centers in nearby cities and municipalities. With the volume of evacuees, LGUs hosting these centers need all the help they can get. This is our way of supporting the LGUs, which are among the Bank’s most valued clients,” said President and CEO Cecilia C. Borromeo. In Batangas, the Provincial Government led the recipients of the donation, together with the cities of Batangas, Lipa and Tanauan. Also receiving support were the municipalities of Agoncillo, Lemery, San Nicolas, Mataas na Kahoy, Balete, Talisay, Laurel, Taal, Cuenca, Calaca, Sta. Teresita, Bauan, Mabini, Alitagtag, Malvar, Sto. Tomas, San Luis, San Jose, Balayan, San Pascual, Nasugbu, Ibaan, Rosario, Tuy, San Juan, Lian, Padre Garcia, Calatagan, and Taysan. The Bank also donated to the cities of Cabuyao, Sta. Rosa, Biñan, San Pedro and Calamba in Laguna, and is expected to donate within the week to the Provincial Government of Cavite, the City of Tagaytay, and the municipalities of Alfonso, Amadeo, Indang and Mendez. Earlier, LANDBANK announced it has expanded its Calamity Rehabilitation Support (CARES) Program to provide financial support to more sectors severely affected by natural calamities such as the eruption of Taal Volcano, man-made disasters like armed conflicts, and viral infection outbreaks such as the African Swine Fever (ASF). Under the enhanced CARES Program, individual small farmers and fishers, livestock raisers, large agri-enterprises (LAEs), salaried workers, and academic institutions such as schools, universities and colleges, have been added as eligible borrowers. This complements the existing eligible borrowers under the Program, namely, LGUs, disaster-affected home owners, small and medium enterprises (SMEs), cooperatives, non-government organizations (NGOs), and partner financial institutions (PFIs) such as rural banks. The Program consists of two types of credit assistance—rehabilitation/reconstruction credit program and rehabilitation through loan restructuring—which may be used for the repair of damaged facilities, construction or acquisition of new facilities and equipment, repair or purchase of housing units, working capital for agriculture production, and as capital for a lending facility of cooperatives, SMEs and NGOs for home and livelihood financing. Meanwhile, LANDBANK’s Lemery Branch remains closed until further notice. However, its clients may transact with the Bank through the LANDBANK Bauan Branch or at any branch located in Batangas.

Mahinog LGU, LANDBANK tie-up for dev’t projects

MAHINOG, Camiguin – Endowed with rich agricultural land and alluring natural attractions, this 5th class municipality in northern Mindanao has great potential for growth. But due to limited financial resources, the municipal government is challenged to pursue high-impact projects that will boost its local economy. This year, some of the town’s development projects under its Comprehensive Development Plan (CDP) are expected to materialize with the recent signing of a loan agreement comprising five (5) term loans for a maximum total of P50.3 million between the local government and Land Bank of the Philippines (LANDBANK). Mahinog Mayor Rogerio C. Acle and LANDBANK Camiguin Branch Manager Adrian Lloyd O. Tan led the loan signing last November 26, 2020, together with other local government officials. “May mga dreams ako for my municipality na gustong matupad katulad na lang ng pagpapatayo ng mga infrastructure projects. Ang problema ay hindi namin ma-pursue dahil limited ang resources, specifically sa budget. Kaya noong nalaman ko na pwedeng mangutang sa government bank gaya ng LANDBANK, nagpursige kaming kumpletuhin ang mga requirements,” Mahinog Mayor Acle said. The loan will help the local government unit (LGU) of Mahinog acquire a brand new 10-wheeler dump truck and an excavator with breaker. These will be used to maintain various roads and other infrastructure across the town to ensure easy access and timely transport of goods from farms to the market, and to reduce transportation costs for local farmers. A separate term loan shall finance the construction of a two-storey commercial building with a total floor area of 1,291 square meters. The building, which will be divided into various spaces and offered for lease to small and medium enterprises and traders, is expected to promote commercial activities and attract investments to the town. Another term loan is allocated for the completion of the town’s unfinished Queobe Training Center. The loan will help finish the construction of the center’s training hall, convert the existing mini-training hall into rooms, and expand the dormitory to accommodate more training participants. A portion of the loan will also be used to acquire furniture, fixtures, kitchen equipment and other related paraphernalia needed in the training center. Adjacent to the municipality’s Queobe Training Center is the Katunggan Park, an eco-park with existing boardwalk and picnic sheds for tourists and trainees. Through one of the term loans from LANDBANK, the local government is targeting to complete this year the construction of a 104-square-meter canteen building and a 48-square-meter picnic shed within the park. Finally, LANDBANK also granted the Mahinog LGU a term loan for the land development of the proposed Benoni Public Market and Transport Terminal. This involves filling up the remaining 3,700 square meters of the one-hectare area with embankment so that a transport terminal and a public market building can be built in the future. The project aims to decongest the national highway fronting the Benoni Port, which is the gateway to the entire island of Camiguin. “LANDBANK continues to extend necessary credit assistance to local government units for small- to large-scale development projects. We believe that through these initiatives, we can multiply efforts in spurring local economic activity and growth, especially in the countryside,” said LANDBANK President and CEO Cecilia C. Borromeo. As of December 31, 2020, LANDBANK has extended P54.47 billion in outstanding loans to LGUs nationwide. This includes P19.86 billion for agri-aqua projects, as well as P5.89 billion and P5.34 billion for transportation and health care projects, respectively.

LANDBANK donates P1.5-M to earthquake-hit LGUs

The Land Bank of the Philippines (LANDBANK) donated a total of P1.5 million-worth of financial aid to local government units (LGU) in Northern Luzon, in support of recovery efforts in the aftermath of the 7.0 earthquake that hit the region last July. The Bank extended donations of P200,000 for affected provinces and P100,000 each for municipalities. LGUs that received financial assistance include the Municipalities of Bangued, Bucay, Dolores, Lagangilang, Luba, Manabo, Peñarrubia, Pilar, Tayum, and Villaviciosa in Abra; Pasil in Kalinga; and the Provincial Governments of Abra and Ilocos Sur. “As the biggest development partner of the LGU sector, LANDBANK is fully committed to service the recovery and growth requirements of our partner LGUs,” said LANDBANK President and CEO Borromeo. According to the Philippine National Disaster Risk Reduction and Management Center (NDRRMC), the 7.0 magnitude earthquake affected more than 21,000 residents, mostly from the Province of Abra and its adjacent towns. Apart from the financial aid, the Bank continues to ensure the availability and accessibility of cash in the earthquake-hit areas. A LANDBANK Mobile ATM was immediately deployed to the Municipality of Bangued on 29 July 2022 and provided service to the community until 3 August 2022.

LANDBANK caps off 2022 with 4 new Agri-Hubs for farmers, fishers

LANDBANK officers and local government officials lead the opening of four (4) new Agri-Hubs located in (clockwise from upper left) San Fernando, Bukidnon; Plaridel, Misamis Occidental; Bongabong, Oriental Mindoro; and Claveria, Misamis Oriental. This brings the total number of LANDBANK Agri-Hubs in the country to 16 as of end-2022, designed to deliver financial services closer to farmers and fishers nationwide. The Land Bank of the Philippines (LANDBANK) wrapped-up 2022 with the opening of four (4) new Agri-Hubs located in the provinces of Oriental Mindoro, Bukidnon, Misamis Occidental and Misamis Oriental, expanding its physical touchpoints to better serve farmers and fishers in the country.  The state-run bank established the four Agri-Hubs in the last week of December, which will provide combined services of banking, lending and agrarian services to the country’s top rice-producing provinces, including unbanked and underserved rice farming areas.  “Our continued expansion of LANDBANK Agri-Hubs across the country forms part of our commitment to deliver responsive and timely financial services to the agriculture sector, especially to small farmers and fishers. We strive to make our banking products and services more accessible especially in underserved areas to help boost agricultural production and build stronger local communities,” said LANDBANK President and CEO Cecilia C. Borromeo.  LANDBANK opened its 13th Agri-Hub in the country in Plaridel, Misamis Occidental, to primarily serve over 23,000 farmers and fishers within the municipality and its neighboring town of Lopez Jaena under the leadership of Plaridel Agri-Hub Head Deborah L. Dalid.  Plaridel Vice Mayor Neite Gornez and LANDBANK Calamba (Misamis Occidental) Branch Manager Gina P. Baliton graced the opening of the Plaridel Agri-Hub on 26 December 2022.  LANDBANK established another Agri-Hub in Claveria, Misamis Oriental, to cater to the banking requirements of more than 13,000 farmers and fishers in the municipality. Claveria Mayor Meraluna L. Salvaleon-Abrogar, Vice Mayor Reynante L. Salvaleon, LANDBANK Vice Presidents Lina K. Pacio and Jimmy P. Arco, and Claveria Agri-Hub Head Marlita M. Cagas led the opening of the Claveria Agri-Hub on 28 December 2022.  Meanwhile, the Agri-Hub in San Fernando, Bukidnon was inaugurated on 29 December 2022 by San Fernando Mayor Rogelio C. Yeke, Vice Mayor Levi C. Edma, LANDBANK Valencia Branch Head Madelyn A. Rodriguez and San Fernando Agri-Hub Head Agnesita M. Llauder to service the municipality’s 24 barangays, including 11,000 farmers and fishers. On the same day, a LANDBANK Agri-Hub in Bongabong, Oriental Mindoro was opened by Bongabong Mayor Elegio A. Malaluan, Vice Mayor Richard S. Candelario, LANDBANK Pinamalayan Branch Head Lizza Mae F. Camposano and Bongabong Agri-Hub OIC May Fatima Torres, to provide accessible financial services mainly to the 12,233 farmers and fishers in Bongabong.  They were joined by Calapan Branch Head Ferdinand E. Abas, Roxas Mindoro Branch Head Lolita V. Apostol, Oriental Mindoro Lending Center OIC Elisa A. Laudencia, and Agrarian Operations Center IV Representative Henrich M. Ibaña.  LANDBANK Agri-Hubs offer banking services such as account opening, withdrawals, and check encashments; lending services such as the processing of loan applications; and agrarian services such as processing of Agrarian Reform (AR) bonds and handling of agrarian-related concerns from landowners, bondholders, and agrarian reform beneficiaries (ARBs).  The opening of LANDBANK’s new Agri-Hubs raises the total number of the Bank’s Agri-Hubs in the country to 16, complementing the Bank’s 607 Branches and 58 Lending Centers nationwide, as of end-December 2022.

Victorias LGU, LANDBANK partner to boost digitalization effort

The partnership formalizes the integration of the LANDBANK Link.BizPortal with the Victorias LGU's Web Service Portal to provide residents convenience in paying for fees related to business permits, real properties, resorts and public market rentals, among other local dues. Victoria LGU's Web Service Portal is managed by the Systems & Plan and Integrator and Development Corporation (SPIDC).  "LANDBANK fully supports the City Government of Victorias in their continued journey towards digitalization. This collaboration is a testament to the Bank's unwavering commitment to collaborate with local government units to provide innovative digital products and services to the public," said LANDBANK President Lynette V. Ortiz. The MOA signing was completed along the sidelines of the public launch of the LGU’s Web Service Portal led by Victorias City Mayor Javier Miguel Benitez, Victorias City Treasurer Maria Rosielyn Gustilo, SPIDC Vice President Rommel Cunanan, and LANDBANK Victorias Branch Manager Rosie Cuadernal. The Victorias LGU has been a valued client of LANDBANK since 1996. Apart from the Link.BizPortal, it also avails of various LANDBANK digital facilities including RFID ATM Payroll, Electronic Salary Loan (eSL), the Enhanced Human Resource Information System (HRIS), and the weAccess, the Bank’s internet banking facility for institutional clients. LANDBANK is offering various digital products and services to LGUs nationwide, in support of their compliance to Executive Order 170 or the Adoption of Digital Payments for Government Disbursement and Collections. The LANDBANK Link.BizPortal is likewise in line with the national government’s call for a National Retail Payment System, which also supports the “eGov Pay” payment solution of the Bangko Sentral ng Pilipinas (BSP).
