Beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) are not covered by this cash assistance and have been excluded by DSWD to avoid duplication of benefits. The cash aid may be claimed via over-the-counter transactions from the nearest open LANDBANK branch. The Land Bank of the Philippines (LANDBANK) will be working with six (6) financial service providers (FSP) to administer the electronic payment and distribution of emergency subsidies to entitled SAP beneficiaries. The move is a result of a memorandum of agreement signed on June 30, 2020 at the DSWD Central Office in Batasan, Quezon City by DSWD Secretary Rolando Joselito D. Bautista and LANDBANK President and CEO Cecilia C. Borromeo and representatives of the six FSPs – G-Xchange, Inc. Vice President for Enterprise Business Group Jose Luis G. Reyes; PayMaya Philippines Inc. CEO Orlando B. Vea; Rizal Commercial Banking Corporation President and CEO Eugene S. Acevedo; Robinsons Bank Corporation President and CEO Elfren Antonio S. Sarte; Starpay Corporation President Lamberto Scarella; and Union Bank of the Philippines President and CEO Edwin R. Bautista. The signing was witnessed by officials from the United States Agency for International Development (USAID). Under the signed “Multilateral Agreement for the Electronic Payment of SAP Subsidies,” LANDBANK will facilitate and execute the crediting of the emergency subsidy of the beneficiaries into their respective nominated account in other financial institutions via electronic fund transfer using PESONet and Instapay based on instruction and payroll documents provided by DSWD within 24 hours. LANDBANK will also credit the program fund in the FSP’s funding accounts maintained with the LANDBANK Batasan Branch or in other financial institution based on the instruction and payroll documents provided by DWSD within 24 hours from receipt of payroll documents. “Our partnership marks a significant step towards facilitating the immediate, efficient, and secure delivery of emergency subsidy to disadvantaged individuals, families, and communities who are struggling with the challenges posed by COVID-19. We are confident that with six financial service providers on board for SAP 2, our efforts will be multiplied, resulting to a faster and more efficient delivery of much-needed subsidy to the beneficiaries,” LANDBANK President and CEO Borromeo said in her message. The qualified beneficiaries for SAP 2 are the family-beneficiaries of the first tranche that are still under enhanced community quarantine (ECQ) per Executive Order No. 112, series of 2020, and a Memorandum from the Office of the Executive Secretary dated May 2, 2020. BARBAZA, Antique – The combined efforts of government institutions led by the Department of Agrarian Reform (DAR), the Department of Agriculture (DA), and Land Bank of the Philippine (LANDBANK) have helped uplift the lives of palay farmers and irrigators in this 4th class municipality through its successful palay trading business. Jose Mario Rico Magtulis, president of the Barbaza Farmers Irrigators Association, Inc. (BFIA), credits the collaboration among different government agencies as instrumental for them to extend assistance to their 708 members, with 217 of them being agrarian reform beneficiaries (ARBs). Through the DAR, BFIA was able to avail of a P1.0M-credit line under the Agrarian Production Credit Program (APCP) of LANDBANK in 2016, which they used as working capital for this new business. But before this, they also received various pre- and post-harvest facilities from DAR and DA, through the National Irrigation Administration (NIA). “Dati siyempre NIA lang ang nagbibigay sa amin ng support. Nung pumasok sa amin si DAR, nalaman naming yung APCP loan at nakapasok naman kami sa LANDBANK na naging tulay para makatulong kami sa aming mga members,” said Magtulis. According to Magtulis, diversifying their association’s business into palay trading helped their farmers sell their crops at competitive prices.“Dahil sa APCP, nakatulong kami sa farmers kasi assured na yung kanilang produce ay mabibili. Yung association na ang bumibili ng kanilang palay, hindi na sila lugi,” he added. Equipped with a mechanical dryer, BFIA turns the palay they purchased from their farmer-members into rice, which are sold in their retail stores or distributed to the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) as one of the accredited suppliers of the program in the province. BFIA currently covers a total of 706 hectares in 12 barangays of the municipality. Aside from buying the produce of their farmer-members, BFIA was also able to generate employment through APCP, hiring 32 additional personnel for their palay trading and irrigation system. Despite the drop in the farmgate price of palay, Magtulis assured that they remain committed to supporting their members through continued patronage of their crops. This kind of dedication for their members through the years has won for them the DA’s Best Irrigation Association in the National Level Category in 2018. Moving forward, BFIA is looking at expanding its business by venturing into fertilizers and farm inputs trading to further increase the income of their farmer-members, still with the help of LANDBANK and other government agencies. “Through LANDBANK, meron kaming assurance na patuloy kaming magnenegosyo kaya patuloy rin kaming magsisikap, at patuloy naming gagawin ang lahat para makapagbigay kami ng magandang serbisyo sa aming mga farmer-members,” Magtulis said. The APCP is a joint program of DAR and LANDBANK, which aims to achieve sustainable crop production and increase the income of ARBs and their households through the provision of credit and capacity building assistance. Aside from APCP, LANDBANK also partnered with DAR to introduce the Accessible Funds for Delivery to Agrarian Reform Benefeciaries (AFFORD-ARBs) Program last year, which provided loans to finance the production of rice, corn, high-value crops, as well as farm implements. Outstanding loans for this Program in 2019 reached P100.86 million, which was availed by 523 farmer-borrowers and a cooperative. POLA, Oriental Mindoro – Computerized banking reached the third-class municipality of Pola in Oriental Mindoro with the inauguration last October 19, 2020 of the very first automated teller machine (ATM) located at the Pola Community College Center. Abas in a special flag raising ceremony. The partnership for the online distribution of the cash aid was formalized through a Memorandum of Agreement (MOA) signed between Parañaque City Mayor Edwin L. Olivarez, DSWD Secretary Rolando Joselito D. Bautista, and LANDBANK President and CEO Cecilia C. Borromeo on April 23, 2021. “Since the start of the COVID-19 pandemic, LANDBANK has worked closely with various government partners for the immediate and efficient distribution of cash subsidies. We will continuously leverage on our digital and online platforms to facilitate a safe and secure mode of delivering social amelioration programs,” LANDBANK President and CEO Borromeo said. Under the agreement, LANDBANK facilitated the crediting of financial assistance to the cash card accounts of qualified 4Ps beneficiaries based on the list provided by the Pantawid Pamilya Information System (PPIS) of the DSWD. The cash assistance in the amount of P1,000 per affected individual, with a maximum amount of P4,000 per family, is part of the National Government’s support to low-income families residing in the National Capital Region (NCR) and in the provinces of Bulacan, Cavite, Laguna, and Rizal, collectively known as the "NCR Plus," that were previously placed under enhanced community quarantine (ECQ) on March 29 to April 18, 2021. LANDBANK continues to record a usage surge for its digital and e-banking channels since health and mobility restrictions were implemented last year. From January to April 2021, LANDBANK’s five major electronic channels—Mobile Banking App, Electronic Modified Disbursement System (eMDS), Link.BizPortal, iAccess, and weAccess—facilitated a total of 38.89 million transactions amounting to P642.68 billion. These represent increases of 12% and 55% year-on-year for volume of transactions and value, respectively. Meanwhile, LANDBANK continues to waive fees for online fund transfers of retail clients until June 30, 2021.
