LANDBANK distributed P94B in cash grants for social protection programs

State-owned Land Bank of the Philippines (LANDBANK), in partnership with other government agencies, continued to be a conduit of the social protection programs of the national government as it released a total of P94.36 billion in cash grants to 9,670,434 beneficiaries in 2019 for this purpose. In partnership with the Department of Social Welfare and Development (DSWD), LANDBANK distributed a total of P73.94 billion to 4.4 million beneficiaries of the Conditional and Cash Transfer (CCT) Program, and P18.15 billion to 5.16 million beneficiaries of the Unconditional Cash Transfer (UCT) Program of the Department. The Bank also supported the Pantawid Pasada Program (PPP), a fuel subsidy program of the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) for jeepney drivers and operators, with a total of P2.27 billion released to 110,434 beneficiaries nationwide. “As LANDBANK aggressively pursues programs that intensifies our support to the agriculture sector, we have complemented this with our continuous efforts to support the national developmental agenda especially in alleviating poverty, and to fulfill our function as the main depository and servicing bank of the government,” said LANDBANK President and CEO Cecilia C. Borromeo. The identified beneficiaries under these social intervention programs were given LANDBANK ATM Cash Cards where cash grants are credited every two months for CCT, while the UCT and PPP are credited only upon the request of DSWD and LTFRB, respectively. Also in December last year, LANDBANK entered into a Memorandum of Agreement (MOA) along with 13 other government agencies for the Expanded Partnership Against Hunger and Poverty Program (EPAHP), designed to mitigate hunger, promote food security, and reduce poverty in the country by year 2030. The Bank committed P2 billion to lend to community-based organizations that supply the requirements for feeding programs.

LANDBANK grants 60-day timeout on loan payments

To continue helping clients cope with the impact of the COVID-19 pandemic, the Land Bank of the Philippines (LANDBANK) is granting a two-month grace period on loan and credit card payments. LANDBANK is providing a one-time 60-day moratorium for all existing, current, and outstanding loans falling due from September 15 until December 31, 2020, without incurring interest on interests, penalties, fees, or other charges. This is in support of the implementation of Republic Act No. 11494 or the “Bayanihan to Recover as One (BARO) Act.” Credit card transactions made, including fees or charges incurred, prior to September 15 shall also be covered by the moratorium. For credit card payments, any unpaid balance from transactions and fees or charges shall not incur interest or finance charges during the mandatory grace period. However, after the end of the applicable grace period, the said unpaid balance shall incur interest or finance charges if not paid in full on new due date. “LANDBANK understands how providing loan relief can significantly support our clients during these difficult times. We look to ease their financial concerns as we continue navigating the challenges of this pandemic,” said LANDBANK President and CEO Cecilia C. Borromeo. LANDBANK will apply the 60-day grace period automatically, without the need for borrowers and credit card holders to apply or request for the relief measure. However, for LANDBANK credit cardholders with Automatic Debit Arrangements (ADA) for payments, they must inform the Bank that they would like to avail of the relief. The grace period shall commence from the payment due date of loans, with principal and/or interest, including amortizations, falling due from September 15 until December 31, 2020. Meanwhile, credit card transactions made on and after 15 September are no longer covered by the BARO Act and shall continue to incur interest or finance charges if not fully paid on or before its original due date. LANDBANK previously granted a similar grace period for loan payments falling due from March 18 to June 30, 2020, in support of Republic Act No. 11469 or the “Bayanihan to Heal as One Act.” Loan accounts that benefitted from this grace period will also benefit from the BARO Act if it remains an existing, current, and outstanding loan as of September 15, 2020. Meanwhile, fund transfer fees are still waived for InstaPay and PESONet transactions until December 31, 2020. MATANAO, Davao del Sur – Recovery efforts of this 2nd class municipality against the ongoing health crisis, as well as natural calamities such as frequent earthquakes that rock the region, will receive crucial financial support from the Land Bank of the Philippines (LANDBANK) as the Municipality of Matanao signed six (6) term loans totaling P200 million on March 15, 2021. The Matanao local government unit (LGU) availed of the financial recovery package under the RISE UP LGUs (Restoration and Invigoration Package for a Self-sufficient Economy towards UPgrowth for LGUs) Lending Program, designed to provide the necessary funding requirements of provincial, city, and municipal LGUs to revive their local economy and recover from the adverse impact of the COVID-19 pandemic. “We continue to encourage our LGUs to utilize their borrowing capacity to bolster local healthcare services and economic recovery programs. The LANDBANK RISE UP LGUs Lending Program provides for responsive and accessible financing for these requirements,” said LANDBANK President and CEO Cecilia C. Borromeo. Part of the loan will be used by Matanao to bolster its healthcare services, which include maintenance of COVID-19 isolation and monitoring units, as well as temporary treatment facilities for residents suspected or have tested positive with the virus. The loan will also replenish funds used by the LGU to procure food and medical supplies that are distributed to the poorest and most affected members of the community who are mostly engaged in rice farming and banana cultivation. Under Republic Act No. 11494 or the “Bayanihan to Recover as One Act,” loans availed by LGUs during this time for such purposes will receive an interest subsidy until December 31, 2022 or until the total P1-billion subsidy fund under the Act is fully utilized. For his part, Matanao Mayor Vincent F. Fernandez said the LGU will strive to keep Matanao as one of the most competitive municipalities in the Davao Region. “We are very thankful to LANDBANK for immediately responding to the urgent request of the LGU for assistance. Thank you for a decade of partnership. We hope that through this financial package with concessional terms, we can recover faster, not only from the damages brought about by the recent quakes, but also from this pandemic," said Mayor Fernandez. He added that one of the term loans will be used to reconstruct the Municipal Hall building—previously financed by the Bank in 2013—after it was severely damaged by earthquakes in 2019 and rendered unusable. Another term loan will be used to acquire heavy equipment for the ongoing development of road networks and other infrastructure prospects within the Municipality that will pave the way for the enhanced mobility of people and goods. Moreover, the loan package will also fund the construction of a public market building that will benefit small farmers and fishers, as well as micro, small and medium enterprises (MSMEs). LANDBANK unveils mobile savings account opening service

Clients can now successfully open a savings account with Land Bank of the Philippines (LANDBANK) using their mobile phone at their own safety and convenience without the need to go to a LANDBANK branch. The state-run Bank launched the Digital On-Boarding System Mobile or DOBS Mobile on May 12, 2021, which facilitates online savings account opening in as fast as 10 to 15 minutes without even having to visit any of its branches. Using the LANDBANK Mobile Banking App (MBA) available on Google Play Store or Apple App Store, interested clients need only to fill out application forms online and upload a valid identification card such as UMID, Passport, PRC ID, SSS, company ID or even school ID to open a digital LANDBANK ATM Savings Account. The LANDBANK DOBS Mobile eliminates the need to line up in branches to open an account, in support of the National Government’s Ease of Doing Business (EODB) initiative, as well as safety protocols amid the ongoing pandemic. “The DOBS Mobile underscores LANDBANK’s continued commitment to provide accessible, convenient, and safe digital solutions. Our digital banking initiatives remain centered on balancing service delivery while ensuring the health and safety of our clients which is of utmost priority,” said LANDBANK Branch Banking Sector Head, Executive Vice President Julio D. LANDBANK as a trailblazer in digital banking Prior to the launch of the DOBS Mobile, LANDBANK introduced DOBS in December 2018 as the first online account opening portal among universal banks in the Philippines. Combined LANDBANK-UCPB assets to reach P3 trillion

The completion of the government-approved merger of Land Bank of the Philippines (LANDBANK) and United Coconut Planters Bank (UCPB) will result in combined assets totaling close to ₱3 trillion by the end of the year. As the surviving entity in this merger, LANDBANK will further solidify its place as the second-largest bank in the country in terms of assets, representing a unified, stronger and more resilient institution for promoting inclusive and sustainable rural development. “The merged assets will significantly grow LANDBANK’s loan portfolio directed at servicing the whole agriculture sector, especially coconut farmers, alongside key development industries. The synergy created by the merger will provide a much better position for us to respond to the evolving needs of our diverse clientele, especially the underserved and unbanked,” said LANDBANK President and CEO Cecilia C. Borromeo. Pending the approval of relevant regulatory authorities, LANDBANK expects its acquisition of the shares of stock of UCPB and attendant absorption of its assets and liabilities will similarly expand deposits, loans and capital. Due diligence was likewise conducted by LANDBANK and the transaction went through the review and approval by the Bangko Sentral ng Pilipinas (BSP) and Monetary Board. Based on LANDBANK’s initial projections, the combined Common Equity Tier 1 (CET1) ratio by end-2021 will remain higher than the 11% regulatory requirement of the BSP. Borromeo also emphasized that “LANDBANK is more than capable of absorbing the financial impact of the merger with UCPB. Our ratios will remain comfortably above the standards set by the BSP.” LANDBANK is requesting for regulatory incentives being granted by BSP to banks for mergers and consolidation. “These relief measures will provide the bank the flexibility to manage its capital, achieve operational efficiency, and minimize the expected impact of absorbing UCPB,” Borromeo said. To encourage consolidation and mergers among banks, the BSP grants regulatory incentives under Memorandum No. M-2016-023 dated 21 December 2016.   Fueled by the 16.21% increase in deposits which reached P2.123 trillion as of end of the first quarter of 2021, total assets of LANDBANK grew to P2.405 trillion. LANDBANK ranks number 2 among domestic universal banks in terms of asset size.   As provided in Executive Order No. 142 signed on June 25, 2021, President Duterte ordered the LANDBANK and UCPB to enter into a merger applicable to government-owned and controlled corporations (GOCCs) and recognized by regulatory agencies. A Technical Working Group (TWG) will be formed Pursuant to Governance Commission for GOCCs (GCG) Memorandum Circular No. 2015-03. The group will be composed of the President and CEO of LANDBANK, the Officer-In-Charge of UCPB, and the duly-designated representatives of the GCG, Securities and Exchange Commission (SEC), Department of Finance (DOF), Department of Budget and Management (DBM), and Commission on Audit (COA). The TWG is tasked to formulate an integration plan and to resolve all matters involving the implementation of the merger. Meanwhile, clients of both LANDBANK and UCPB are being assured that banking services will continue to be unhampered throughout the ongoing merger process, with deposits to remain intact and secured in their current servicing branches. At the same time, both banks assure its employees that all concerns pertaining to personnel matters will be addressed accordingly, and that all actions on human resources will comply with relevant labor rules and regulations.
