LANDBANK sets record-high 50.1% budget attribution for gender and development

In line with the National Women’s Month celebration this March, the Land Bank of the Philippines (LANDBANK) reported that its gender and development (GAD) budget attribution reached more than 50% of its corporate operating budget (COB) for 2022. LANDBANK’s GAD budget attribution is an all-time high and an exponential increase from 9.33% in 2021, meant to further mainstream GAD in the Bank’s policies, programs, and activities.  As part of its continued commitment to advance gender equality and women empowerment, the state-run Bank’s unprecedented GAD budget is expected to translate to the delivery of more inclusive and gender-responsive services, especially for unbanked and underserved women in the country. This initiative also forms part of LANDBANK’s compliance with Republic Act No. 9710 or the Magna Carta of Women (MCW), which requires that at least 5% of the COB be attributed to GAD, as overseen by the Philippine Commission on Women (PCW).    “LANDBANK has made significant strides in promoting GAD initiatives. We shall continue to sustain and intensify these efforts to mainstream gender equality and women empowerment, which includes exploring avenues for integrating gender-sensitive policies in all our processes and programs,” said LANDBANK President and CEO Cecilia C. Borromeo. LANDBANK’s GAD budget for 2022 will fuel the roll-out of GAD-related programs, such as client consultations on gender needs, conduct of gender sensitivity trainings, and evaluation of lending programs for the advancement of GAD. LANDBANK also supports the National Government’s gender mainstreaming agenda through the creation of Regional GAD Focal Point Systems, grant of leave benefits under the MCW, and adoption of activities recommended by PCW, among others. Lastly, the Bank actively supports the implementation of Republic Act No. 11313 or The Safe Spaces Act through information campaigns on zero-tolerance of gender-based sexual harassment in the workplace and other public areas. LANDBANK opens new branch in Pagadian City; eyes wider network in 2022

PAGADIAN CITY, Zamboanga del Sur – The Land Bank of the Philippines (LANDBANK) officially inaugurated its newest branch in Pagadian City, the first of 15 new branches that the state-run Bank is set to open in 2022. The LANDBANK Pagadian-Balintawak Branch is located at the President Corazon C. Aquino Regional Government Center in Brgy. Balintawak, and will provide banking services to at least 50 regional government agencies, as well as various business establishments and private customers.  The new branch complements the operations of the LANDBANK Pagadian Branch located in Santiago District, and will assist in servicing depositors from over 300 combined barangays of Pagadian City and seven nearby municipalities, namely San Miguel, Lakewood, Tigbao, Vincenzo Sagun, Dinas, Tabina, and Margosatubig.   The two onsite automated teller machines (ATMs) of the LANDBANK Pagadian-Balintawak Branch will also help facilitate cash payouts for over 71,000 beneficiaries of the Conditional and Unconditional Cash Transfer programs of the Department of Social Welfare and Development (DSWD) in the area.  LANDBANK President and CEO Cecilia C. Borromeo and Pagadian City Mayor Samuel S. Co led the inauguration rites for the LANDBANK Pagadian-Balintawak Branch on 26 May 2022. They were joined by LANDBANK officials, namely Director Jaime L. Miralles, Executive Vice President Julio D. Climaco, Jr., Senior Vice President Charlotte I. Conde, and Vice President Lina K. Pacio.  “Our new LANDBANK branch in Pagadian reflects our unwavering support to the development of the City and the whole Province of Zamboanga del Sur. We will continue to provide greater banking convenience and accessibility to our growing customers in the Province,” said President and CEO Borromeo.  Mayor Co thanked LANDBANK for opening the Pagadian-Balintawak Branch to help sustain future developments in the regional center. “Your presence here gives us more confidence, gives us great relief that sooner or later, this regional center will continue to develop and expand,” he said.  LANDBANK now operates a total of five branches and a lending center in Zamboanga del Sur. This is complemented by 29 ATMs and three cash deposit machines (CDMs) spread across the Province. The state-run Bank is targeting to open 14 more branches and branch-lite units in key strategic areas nationwide before the year ends, including 230 new ATMs and 50 CDMs. To widen its reach in unbanked and underserved communities, LANDBANK is also gearing up to onboard 24 new Agent Banking Partners (ABPs) and install additional 120 point-of-sale (POS) terminals under its Agent Banking Program.  LANDBANK is the only bank present in all 81 provinces in the country with a total of 607 branches and 58 lending centers as of 31 May 2022, servicing the requirements of a diverse customer base, including unbanked and underserved areas.

LANDBANK turns over grains complex to Isabela LGU to support small farmers

ECHAGUE, Isabela — The Land Bank of the Philippines (LANDBANK) officially turned-over a grains complex located at Brgy. Ipil to the Provincial Government of Isabela in support of its Palay Procurement Program for small farmers.   The Province is leasing the grains complex from the state-run Bank with obligations to repair, rehabilitate and upgrade the facility, including the typhoon-damaged warehouse and rice mill buildings.  The grains complex is part of a P2-billion LANDBANK loan availed by the local government—of which P1 billion will be used as working capital for palay procurement, while the remaining P1 billion as standby credit for investment in equipment and machineries. “LANDBANK fully supports initiatives that provide small farmers a reliable source of income, including access to post-harvest facilities. We will also continue to service the development requirements of our local government partners towards food security, especially in the countryside,” said LANDBANK President and CEO Cecilia C. Borromeo. Through the Palay Procurement Program, Isabela Governor Rodito Albano III aims to boost the productivity and income of small farmers in the area, by offering an assured and reasonable price for their produce while stabilizing the price of palay in the local market. Around 16,667 small rice farmers from 34 municipalities, three (3) cities, and 1,055 barangays in the Province are targeted to benefit from the Program.  “Ang actual Return of Investment dito ay hindi yung kikitain ng probinsya. Ang kita ng probinsya rito ay yung tulong sa farmers, para at least stable lang yung prices. Ang pinakaimportante dito ay nakatugon tayo doon sa mga farmers,” said Gov. Rodito. The LANDBANK Davao Corporate Center—the bank’s biggest corporate center outside of the National Capital Region—will serve the various banking and financial needs of over 30,000 customers in East Mindanao, as it houses the Bank’s major touchpoints and local offices. Department of Finance (DOF) Secretary and LANDBANK Chairman Carlos G. Dominguez III and LANDBANK President and CEO Cecilia C. Borromeo, alongside Mindanao Development Authority (MinDa) Secretary Maria Belen Sunga-Acosta and Davao City Councilor Diosdado Angelo Mahipus, Jr., led the inauguration rites for the LANDBANK Davao Corporate Center on 24 June 2022. LANDBANK launches P10-B facility for Odette-affected rural banks

The Land Bank of the Philippines (LANDBANK) launched a new lending program to help fast-track the recovery of countryside financial institutions (CFIs) adversely affected by the onslaught of typhoon Odette last December 2021.  Through the Countryside Financial Institutions – REhabilitation and Support to Typhoon Odette-Affected AREas or CFI-RESTORE Lending Program, LANDBANK will finance permanent working capital and capital expenditures, including the repair and rehabilitation of buildings and facilities, and the repair or purchase of equipment damaged by the typhoon.  The CFI-RESTORE Lending Program can also be used to supplement the funds of CFIs for relending to sub-borrowers affected by the typhoon. “In the face of unprecedented financial challenges brought about by calamities, LANDBANK stands ready to assist CFIs to sustain their operations. This is part of our commitment to advance local recovery and help build more resilient communities nationwide,” said LANDBANK President and CEO Cecilia C. Borromeo. Under the CFI-RESTORE Lending Program, LANDBANK will assist affected CFIs in six (6) regions previously declared by the National Government under a state of calamity due to typhoon Odette. These include MIMAROPA (Region IV-B), Western Visayas (Region VI), Central Visayas (Region VII), Eastern Visayas (Region VIII), Northern Mindanao (Region X), and CARAGA (Region XIII). Eligible Program borrowers include rural, thrift and cooperative banks which may borrow up to 85% of the actual need for permanent working capital and capital expenditure, and up to 90% for the CFIs’ sub-borrowers’ agricultural loans and 85% for non-agricultural loans.  An interest rate of 4% per year shall apply, fixed for the first three (3) years and subject to repricing thereafter, and payable up to three (3) years for working capital, ten (10) years for capital expenditure, and ten (10) years for term loan rediscounting. CFIs with existing loans with LANDBANK may also avail of loan restructuring under the Program to rehabilitate and restore their operational cash flow, via extended repayment period. The LANDBANK CFI-RESTORE Lending Program will also cater to CFIs in areas placed under a state of calamity by their respective local government units. LANDBANK assistance injects hope to Davao de Oro banana plantation

LANDBANK’s timely assistance helped Reicher Banana Farm, Inc. (RBFI) in Davao de Oro to register a 100% growth in production and fully recover from the dreaded Panama disease. PANTUKAN, Davao de Oro – When Reichard Dumaluan’s 74-hectare banana plantation was hit hard by the destructive Panama plant disease in 2013, his business was at serious risk of wilting away along with the infected trees in his farm.  The Panama disease infested Cavendish plantations throughout the province (formerly Compostela Valley) and neighboring towns in the region, only four years after Dumaluan established the plantation, Reicher Banana Farm, Inc. (RBFI), in 2009. Over time, the disease caught on, affecting the quality and quantity of RBFI’s produce. With plantation yield and income significantly reduced, RBFI sought financial assistance from the Land Bank of the Philippines (LANDBANK) to rehabilitate and sustain their operations.  RBFI availed of a P75-million loan from LANDBANK in 2018 to supplement working capital and purchase the necessary inputs and equipment for rehabilitation.    After two years of rehabilitation, RBFI fully recovered from the plant disease and is now harvesting around 10,000 boxes of produce a week—a 100% increase from the previous production of 5,000 boxes a week. “LANDBANK recognizes the importance of each subsector of agriculture to ensure food security. Through accessible credit assistance, we stand ready to support the diverse requirements of agri players to boost production and income,” said LANDBANK President and CEO Cecila C. Borromeo. RBFI also used a portion of the LANDBANK loan for land expansion and modernization, which includes the purchase of a digital device which can record data per banana bunch, such as its weight, age, and location in the plantation.  With the data, RBFI can digitally monitor the health of the crops and accurately distributes farm inputs such as fertilizers, thereby helping the company save on costs. The generated data also allows RBFI to forecast harvests within a given season. “I am grateful for LANDBANK’s support, especially at a time we needed it the most. As a client, we appreciate the customer service, as well as the financial and technical support they provide for our production,” Reichard Dumaluan said.  RBFI has since expanded its plantation to 130 hectares and generates employment for around 220 local residents. Their banana harvest is also being exported to different countries, including South Korea, China, and the Middle East, among others.  As of 30 June 2022, LANDBANK’s loan portfolio to support the country’s banana industry has reached P1.49 billion, in line with its intensified service to the agriculture sector.

Sugar farmers in Negros improve income through LANDBANK-financed mill, SCP-SIDA direct lending program

HDJ Bayawan Agri-Ventures has established a village-type sugar mill in Barangay Bugaw, Bayawan City, Negros Oriental that provides subsidized milling and hauling services to sugarcane farmers in the area. Some 1,680 sugarcane farmers in Bayawan, Negros Oriental now find it more profitable to engage in farming. Thanks to the subsidized hauling services and the constant market for their produce through LANDBANK client HDJ Bayawan Agri-Venture Corporation. With HDJ’s presence right at the heart of the Lapay-Dawis-Mabinay Agrarian Reform Communities, the transportation cost is considerably reduced by at least 80%, as with the cutting-to-milling time of canes.  Before, the farmers had to shell out P610 per ton of cane for hauling, and travel more than 60 kilometers to collect their hard-earned money. Hauling cost now averages as low as P50 per ton for areas within 5km; P100 for areas between 5km to 10km; and P150 for areas between 10km to 15km.  Farmers get their products milled at HDJ with a 68:32 share agreement for the milled sugar and molasses – 68% for the farmer and 32% for HDJ. The corporation also buys the farmers’ share – providing a ready market for their produce. “The only way for farming to remain feasible and attractive to the Filipino farmer is to make it profitable even to the small players,” said HDJ President Pryde Henry Teves, who thanked LANDBANK for believing in the project. LANDBANK financed HDJ’s acquisition of sugar mill equipment and machineries, heavy equipment, and farm implements through a term loan in 2017. In August 2018, the company was granted additional financing for the construction of additional mill structures, equipment for a second mill, construction of a bioelectric switchyard, and installation of interconnection line. HDJ now has twin mills equipped with a rated capacity of 600 tons of cane per day and power generation of three megawatts. The first mill is operational and undergoing fine-tuning. Currently powered by a generator, the mill will soon shift to producing its own power fuelled by bagasse and other feedstock. The power that will be generated in excess of the mill’s consumption will be sold to the grid. SCP-SIDA Meanwhile, individual sugarcane farmers from Negros Oriental and other sugar-producing regions stand to benefit from the Socialized Credit Program under the Sugarcane Industry Development Act (SCP-SIDA) – a continuing direct lending program that LANDBANK implements with the Sugar Regulatory Administration (SRA). Since SCP-SIDA was launched in 2018, 41 farmers in Negros Oriental have already availed of the Program, with several other applications currently being processed by SRA for endorsement to LANDBANK. At least 90 more farmers have also expressed interest in the Program, following orientations conducted by LANDBANK and SRA in the barangays of Manduao, Villasol, and Mabinay - all within a 10 to 15 kilometer-radius from the mill.  Funded by the Sugar Regulatory Administration by virtue of RA No. 10659, SCP-SIDA is specifically designed to help improve the productivity and increase the income of individual sugarcane farmers, block farms, and common service centers through direct access to credit.  As of August 13, 2019, LANDBANK already approved loans amounting to P126 million, benefiting 814 borrowers. “We will work doubly hard and we will continue to work closely with SRA and the DA (Department of Agriculture) to extend more loans under the Program. SCP-SIDA is just one of the programs by which we are pursuing a more focused and direct approach in lending to provide small farmers with direct access to credit,” said LANDBANK President and CEO Cecilia C. Borromeo.

LANDBANK President and CEO Cecilia C. Borromeo met with Cebu Governor Gwendolyn F. Garcia, together with LANDBANK Executive Vice President Liduvino S. Geron, Corporate Banking Group Head, Senior Vice President Celeste Burgos, East Visayas Branches Group Head, Senior Vice President Khurshid Kalabud, and Visayas Lending Group OIC, Vice President Allan Bisnar, among other LANDBANK officials. The Bank has an ongoing partnership with the Provincial Government under the ECD Program to finance the agricultural production of local farmers and fisherfolk, especially those who are residing in underdeveloped areas in Cebu. The Program also offers capital to expand or restart existing businesses affected by the Covid-19 pandemic, among others. Since the initial roll-out of the ECD Program in March 2021, LANDBANK has approved loans for 767 farmers and fisherfolk engaged in the production of swine, high-value crops, and fisheries in the whole Province of Cebu.
