CLEECP Program

Description

Re-lending program to increased energy efficiency and climate protection in the Philippines and to significantly reduce the direct consumption of primary energy (e.g. diesel, coal, gas) and direct greenhouse gas emissions.

Eligible Borrowers

  • Private sector companies and entities (sole proprietorship, partnership, corporations at least 70% Filipino-owned, cooperatives and associations)
  • Local Government Units
  • National Government Agencies
  • Government Owned and Controlled Corporations

Loan Purpose

  • Replacement or retrofitting or energy efficient modernization of CFC, HFC and HCFC chillers
  • Installation or energy efficient modernization of biomass cogeneration facilities, e.g.
    • Cogeneration from sugar bagasse
    • Cogeneration from rice husk
    • Cogeneration from coconut husk
    • Cogeneration from methane from piggeries or poultries, or food and beverage processing industries
  • Replacement or energy efficient modernization of machinery and equipment powered by primary energy resources (e.g. diesel, coal, gas), e.g.
  • Replacement or energy efficient modernization of public transport systems (e.g. bus, jeepney, taxicabs, tricycles)
  • Replacement or energy efficient modernization of car or truck fleets
  • Replacement or energy efficient modernization of ferries
  • Replacement or energy efficient modernization of manufacturing systems
  • Replacement of diesel generators by solar panels or mini-hydros
  • Replacement of kerosene lamps by solar panels or mini-hydros

Note: Cogeneration from municipal solid waste is not eligible.

Amount of Loan

  • Based on investment requirement but not exceeding the maximum loan amount of PHP 200 million for the KfW portion.  In excess of P200 million, co-financing can be arranged.

Term of Loan

  • Based on investment requirement but not less than 2  years and maximum of 10 years with maximum of 2 years grace period

Loan Security

  • Assignment of regular income including portion of internal revenue allotment
  • Assignment of income from project/s to be financed out of the loan proceed (if applicable)
  • Real Estate Mortgage
  • Chattel Mortgage
  • Hold-out deposit
